In a bowl, mix together the flour, ground cinnamon, cream of tartar, salt and baking soda.
In another bowl, beat butter with granulated sugar and brown sugar until creamy.
Stir in the flour mixture and mix with a spatula until smooth, then cover and chill for 30 minutes.
Form dough balls and immediately roll them in the cinnamon sugar mixture and place on a baking sheet lined with baking paper.
Bake in a preheated oven 350°F/180°C for about 11 minutes until golden brown.
